Base game without DLC and no mods = 140GB
If you play modded servers (and allot of different ones using different mods) your game files can easily end up in the 300GB+ range, even more so you have the DLC packs installed.
Also, go to your main steam settings and go to the download section, make sure you haven't accidentaly made a steam library folder on your SSD. There is no other reason it should touch another drive.
Right click ark in your library list > properties > DLC > untick any you don't want to install to reduce the download/install size upto a minimum of approx 140GB
Then you need atleast 250gb to play ar
Actually the game still having issues with the size bc sometimes no matter if you uncheck the maps or mods from your list, the game still downloading the stuff and you need to erase manually to clear the hdd or just erase all the ark again and dowload (just take 1 night).
The size in ark just can be up bc even if you don't have any dlc ark will download SE, Extintion and Aberration +new maps like valguero (creatures and stuff) and +in the future, bc all the others players might have those items or creatures which means you need to have the content installed to see them.
