0% imprinting
I wanted to make it relatively easy to 100% imprint dinos on my server due to their drawn out growth rate. Because of this, I reduced the cuddle interval to 0.1 but when I did that, instead of getting the standard imprinting %, the baby dinos only ever get a +0% imprinting. Do I need to keep the cuddle interval multiplier at the default rate in order to get the default imprinting % bonus or is this something I can fix by tweaking some other settings?

If you want to increase it, the number would have to be like 5x or 10x, any number larger than 1.0. 0.01 is almost 0% per try and you'll be doing it fooooooorever.

but if I increase it it takes longer for them to need care. At the default of 1.0 it's about 4 hours for raptors and that's too long to imprint them fully before they grow up

Cuddle interval is linked to Maturation time. If you keep maturation time set as default and only lower Cuddle interval the imprint% will be lower to keep imprinting and maturation roughly the same.
I suspect default maturation and increased cuddle will mean you wait forever for the imprint but you won't have to do it more than once or twice (haven't rly tested this, just speculating).
What you want to do is adjust both Maturation time and Cuddle interval and keep testing until you find values that work for you.

if u wanna be super lazy, install s+ and just use the nanny, she does all your imprints and feeds them for you, after raising 5 milion babies it gets old and boring as f, the nanny is for the win, should give it a crack!

Increase maturation time. I have all my settings cranked up to 5-10x on my private server and it takes like 10 minutes to fully tame a raptor and the last thing, I remember raising, was a Wyvern. It took about 2 hours to hatch and raise it. (Forgive me, my recall is horrible when I’m not in school or at work but it’s within the ballpark. Haha).

I use the following in my games:

BabyMatureSpeedMultiplier=37.0
BabyCuddleIntervalMultiplier=0.03

It works out so that the larger creatures such as gigas and quetzals take around 3-4 hours to mature, but you should generally be able to get a full imprint on them in that time without too much trouble. And crucially, it isn't so fast that smaller dinos grow up way too quickly either...some of the very smallest pets like dimorphs and compies may miss out on a final 10% or so, but anything larger than a dilo should be able to get 100 unless you're very late with one of your imprints.
