Depends. For the broadest utility Theri. For specifics there is a best Dino.
Examples
Doed for some gathering
Mammoth for Wood
Giga for looking badass
Thyla for general movement (especially on Rag where climbing reduces travel time immensely)

It depends on what I want to do. If I'm going into dangerous territory, it's a therizinosaurus. If I just want to get somewhere, like a beacon drop, as quickly as possible I take a female megalosaurus leveled up to 200% speed.

As many have said, there are main factors determining which is the best in their catagory. Even then, sometimes it is up to personal preference.

As an example, for travel there are several choices that are better or worse based on the terrain:

Procoptodon is by far the best land mount for it's speed(secend fastest thing in the game)and jumping just don't expect it to swim fast or kill anything

if you want something that can do that a Baryonyx(swim speed) or Thylacoleo(killing power) may be better for you

Hands down for me the dire bear.
Good hitpoints and damage fast once it gets moving.And it can gather tons of the most annoying resource to get by hand.....fiber.

Best all round imo is the baryonyx. Fast and manuverable, can jump, can swim, and with some points in melee it becomes very powerful too. There are others that specialise in gathering, or fighting, or speed etc, but if you want a multipurpose ATV that can even go caving and can both run and fight, bary all the way.

Best mounts
-Equus Good for travel, Knocking out bigger dinos

2- Wolf, great in packs and can move

3- Diplo- yeah its big but it can hold a ton of weight and run fast for a large dino plus you can take a bunch of your tribe mates with you between farming or caves ect. Highly under-rated land mount in my opinion.
