It fulfils all the important criteria you set out except one - can't be fired from the vanilla longneck. But the rifle that the mod adds is a very nice one too. Also fulfils one of the optional criteria in that it can fire underwater. Dunno if it's quite what you're looking for but I'll put it here just in case.
I realize you said darts, these are guns that you can use an ini adjustment to whatever you want and one of them that I like works underwater also. If you do not like these someone else may.

EDIT: theres an extension mod for the tranq sniper mod that allows us to use those darts in the vanilla longneck, sweet! I'll have to try it then.
I'm afraid I can't recall specifically, it's been a while since me and my friends used it (we've been trying some games on different maps and so have been low level for a while). But I do recall seeing it and thinking it was very balanced compared to what I was expecting, not overly cheap. And I think the recipes could be modded in the ini file if you wanted to change them ;)
EDIT: also, anybody know how i could make bio toxin craftable? want to remove jellies but then i would have no way of getting bio toxin.. i know theres a mod for it but the mod doesnt work.
I know this mod has a tranq grenade that works on dinos too, but it does add a lot of other stuff as well, so might not be what you're looking for:

Good thought, theoretically it might be possible. It's definitely possible to alter the drop loot of bosses in such a way, but I don't know if the configs would work the same for other creatures as I've never tested it myself.

That's the code for adjusting boss drops, substituting the other boss IDs of course. If you substituted the ID for a normal creature such as a tuso, it might work, I'm not sure. Then you could just add in whatever items you want it to drop.
Your wants do not exactly match up with the reality of what is available atm, but there are ones to consider.
1. You can go for one of the super tranq rifle and dart mods. They can fire underwater but they are instant knockout. One also drops food stat(so instant tames), the other doesnt but always forget which is which in that.
2. You can go with many different variety of tranq mods that add different torpor levels of arrows 1k-50k or the like. There are a couple of those mods. Of course they also fire underwater since you can use a crossbow with them.
3. Upgrade station mod. Since torpor increases with the main weapon's %, you can use the upgrade station to upgrade either tranq rifles to 755%/ascendant and or the crossbows etc. This should get you in the torpor range you want.
4. Make your own mod for your own needs in this regard.
5. Go into the ini files and adjust the base torpor values for the vanilla darts/arrows to be at the values you want.

I use it too and love it. Just to add, there are 3 different tranqs. The crafting requirements are hide, iron and narcotics. I can't remember the exact amounts, but each dart being higher is a good bit more expensive, especially on narcotic. For example, you wouldn't get a lot of the top dart for say 1,000 narcotics. I did some calculations a long time ago, and the cheapest dart is the most efficent in terms of cost even though it deals the least torpor. So it's a case of balancing it out to your needs, speed over cost efficency. Again I can't recall off the top of my head the exact crafting requirement amounts or exact torpor each dart hits, but the cheapest one does around 700 per hit (+ a certain extra percentage over 5 seconds, I think it's 30%).
The super tranq rifle used to give 1.000.000 (1 million) torpor but then it got nerfed.
otherwise its still really great, but sometimes its bugging a little bit, it is a old mod tho.
