Hey, bud! It's a passive effect. In other words, if you'd normally get 1 wood from hitting a tree, you'll get two. If you'd normally get 50 xp for killing a dodo, you'll get 100. You don't have to do anything special - just enjoy it!
And to address the second part of your question, you might want to look for unofficial servers that have "x" and then a number in their advertisements - those are servers that are always giving you more resources and/or more experience when you play. I only play singleplayer myself, where the devs have given us lots of options for making it less grindy and more fun.
They multiply the field by themselves. So for example a multiplier of 1 on XP would give 100% XP for every action you take, a multiplier of 2 would give twice that amount, a multiplier of 10 would give ten times the amount you would get at 1x.
Multipliers are set on a server basis, so to play mutiplayer with them you have to either join a server with the setup you want, or create your own. However you can also set them in your single player game if you wish, so as to increase (or decrease, if you prefer) the game factor they pertain to.

Some settings go in the game.ini config file, some in the gameusersettings.ini config file, and if on a server, some go in the command line to boot the server up. They're all listed by section in that link.
In your case, I'd recommend setting gather multiplier to 3 or 4, perhaps even 5, that way you will get materials much quicker to craft all those walls, so collecting the resources needed won't be such a grind.
