Report a translation problem
Shut the game down completely. On the host computer, go to Steam > steamapps > common > ARK > ShooterGame > Saved > Config > WindowsNoEditor and look for a file named GameUserSettings.ini. Open it in Windows Notepad.
In there you should find a section named [ServerSettings]. Look underneath that header for the configuration setting. If it doesn't appear there, start a new line below the [ServerSettings] header and paste it in.
Make sure to delete the question mark before it, and set the value after the equals to True. Then start up the game and hopefully it should work.

The ? before the command means that it is a config for a command line of a dedicated server. So in this case I think the 'host' means hosting the dedicated server, not single player. Command line configs can usually be added to single player games as well, but only via the ini files.
They may add a setting for it in the setup screen eventually, but I'm afraid I still believe it isn't there yet.
