There are crops towards red ob, just before the tower/lighthouse/whatever on the hill.

Rockarrots and Savoroot (Carrots + Potatoes) have a natural spawn in Highlands, at an old ruined farm near the desecrated lighthouse. You can press E on them and harvest them like normal bushes, but it only gives the crop and the appropriate crop seed.

As for Citronal (Lemons), I'm not sure. I've not found any yet in my travels.

ive saw carrots and potatos in the wild but the game didnt give me the prompt to collect them

Rockarrot (carrots) and Savoroot (potatos) grow wild on Ragnarok on the north east of the map. http://ark.gamepedia.com/Resource_Map_(Ragnarok)
The other two, Citronal & Longrass you have to get the seeds from random bushes and grow it yourself. I find it easier just to get all 4 in seed form from random bush and grow the lot

Get a berry gathering dino and break a hundred bushes. You'll almost certainly have some by the time you finish.
