How do i cut other peoples hair?

im in game and i want to start a hait cutting shop where i cut peoples hair and dye it for useful things but i cant seem to figure out how and nothing on google seems to give the info i need.

Craft scissors and equip, walk up to the person so you are looking at them, then right click.

scissors are a weapon (so left click to attack (cut hair))
in pve you cant use weapons against other player.....

with friendly fire (like on official pve server) you can cut the hair of ppl within you tribe though

It does Not work With Primal NPCs unfortunatly
