No, it would be a grey scale image with white and black being the highest and lowest points and different values of grey being everything between... but that is a really cool image.
As for "could such a map be made"... yes, I would guess by taking horizontal slices through the map in the devkit. But to make it to the level of detail you need to find stash locations, it would be huge. Besides, if you used it to place stashes, others would use it to look for stash locations.

Creating it myself seems daunting. Not really worried about those potential stashes, while it would be fun to have that option I also used it as an example.
