Rex has more health (1100 vs 700 base)
Rex has more stamina (420 vs 350)
Spino has more oxygen (650 vs 150)
This is fairly meaningless at this high of the stat, but the Rex has more food (3000 vs 2600)
Rex has more weight (500 vs 350)
Spino does more damage-per-bite (1500 vs 1200)
Rex is faster on land (515/1472 vs 452/1175)
Spino is faster in the water (1100 vs 300)
So on land, the spino just has a higher DPS in general, but otherwise the rex is better. I believe I heard it has a tigher turning radius than the rex as well.
Spino is also a better climber- it can climb over 2 walls in height.
Keep in mind the rex is a lot easier to tame.
But spino can help you even more (if you can't afford other aquatic mounts ) as a deadly aquatic mount. I used to farm thousands of biotoxins, oil and pearls using it. Careful of the tuso though.
Just to point out a correction needed. The Rex does more damage per bite than the Spino (60 base vs 50 base for the Spino).
You were looking at attack range stat. The Spino has more attack range (1500 vs 1200 for the Rex).
Rex Pros:
For taming: Rex is easier to tame and the Spino drinks narcotics like thirsty kids on kool-aid.
Better Tank, More Power: If you are just looking for pure power then you want the Rex.
Smaller Parking Garage: The Rex also fits thru a standard gateway while the Spino requires a behemoth gateway and takes up more room. Also the Rex takes up less room overall. So it takes less materials to build a covered barn for the Rex.
Spino Pros:
For Traveling: The Spino is the much better choice if you are looking for a decent All Terrain Vahicle. Faster turning than the Rex. Easier to maneuver. More nimble. Better climber over rough terrain. Hands down the better choice when going thru water. Also, when mounted - the "game camera" focuses more on the fin back. This means that when you go thru trees it's easier to see where you are going while on a Spino. Traveling is important to consider when hunting on land or under water.
Although it has lesser damage per bite, the Spino has the superior range.
I have no proof on this one but the Spino also feels to me that it has a slightly faster attack speed than the Rex which might improve its overall DPS vs. Rex.

While it might look like the rex has more stamina, it uses it up much faster than the spino.
Rex is faster than the spino.
The spino has a larger AoE than the rex.
Spinos are mountain goats in disguise.
The rex's hitbox is much better than the spino's as it doesn't get stuck on every other dino in the vicinity (I claim that spinos are made out of Velcro).
Both have the turning radius of a freight train.
Spino attacks much faster, but lacks the hp to be viable for any boss fights above easy difficulty.
Spino is great fun under water, but has an oxygen bar and still turns like a freight train.
The rest is pretty much up to preference I guess.
I prefer spinos because they're so much more maneuverable. I can't turn a rex and I feel like all its higher damage output is meaningless half the time since I waste more time lining up the bite anyway so the true DPS over the whole fight is lower. I also like how versatile the spino is at getting into the water. But a spino you didn't train up in some stamina will be difficult, whereas a rex's base stamina is more workable.
But even more than most "your preference is more important" issues, this is definitely a matter of preference, because the real differences in stats and such are less than the randomness factor already.
