I also was told the amount of food required during baby phase was increased significantly as well, though this could just stem from remote use allowing an infinite value of any resource to be used beyond the current max food of the baby and that time within its baby phase. So the person could have been over feeding if they were in a rush to feed others also.
I myself have not raised any babies for 4 or 5 days so my experiences with the issue are not my own, but thought I'd at least share that you are very much not alone. If there was a method that I felt confidently about for reporting such things to the dev team I would try to send you a link, but the last few months have proved that even bug reports get pushed to the bottom of the todo list, especially when new server types or game modes are being released.
Seems to be related to these timer-optimizations the devs did in recent patches. I don't think thats intended to make breeding harder, is it?

also wtf why 350 food on 150devs? that is so lame makes it troodon need full food stats to live
I've done a fair bit of testing of the issue and here's what I can tell you.
All dinos will sometimes just stop eating for a short period of time.
Low level or low food stat babies will suffer because of this.
Any baby hatched or born with less that 200 food stat to start with will have issues.
When the baby stops eating it's food will drop by a couple of hundred before it starts eating again. This is ok for high food stat babies such as trex or allo but not good for all the low stat babies such as troodon and ovis.
They will die if left alone, so you need to force feed them when they stop eating until juvenile. Even at juvenile some really low level stuff will have issues.
Tested with Troodon, Ovis, Dimorphodon, Allosaurus, and Rex.
