Not true at all, a well trained (albeit high level) Raptor has great utility even when your tribe enters the Tek tier, but they are indeed outclassed by some of the later creatures such as the Wolf, for example. I still take mine into caves - its ability to vertically jump (as opposed to Wolf or Saber) can be a godsend.
Hence why a Tek saddle would make them relevant late-game again, maybe as a stealth scout.
