I have heard say that the devs have recently decided to remove those features, so the config arguments now have no meaning and imprint quality will not degrade, but I don't know how accurate that statement is. I haven't seen it in patch notes.
With regard to the settings - it's difficult because imprint percentage cannot be defined by it's own separate multiplier. Rather it takes into account the baby's maturation time and the cuddle interval multiplier, then works out the number of imprints you will get within the time it takes the baby to mature, and assigns a percentage to each cuddle which should get you up to 100% imprint so long as you fulfil the baby's needs in a reasonably quick time.
In practice, though, it isn't always accurate, so any adjustment to the baby's maturation time and/or the cuddle interval can potentially end up with 100% imprint being impossible. You just have to set the maturation time to whatever you feel is reasonable for your playstyle, then setup the cuddle interval to allow you a reasonable number of cuddles within that time, and hope that the game's maths work it out correctly.
There was a topic on this board a while back where someone had worked out all the cuddle interval and maturation time settings and put them into a spreadsheet, so you could figure out the real time hours it would take for dinos to mature, and the likely percentage imprint you would get on them. I'm afraid I can't recall who made it, but if you search the forum or google you might be able to get hold of it, and it may help you find your ideal settings.
In the meantime, I'll post up the ones we use on our private server and in my solo games here. It's set up so that small creatures like dilos only take a few minutes to mature, while the biggest creatures like gigas and quetzals take around 4 hours. Imprinting on anything small doesn't always get 100%, but usually allows for 90%+, and larger dinos such as spinos, theris and rexes should be able to get 100% without too much issue.

MatingIntervalMultiplier=0.05 is up to you. Currently you have it at .01 and that is ok.
LayEggIntervalMultiplier = 0.03 has nothing to do with breeding. Good for kibble farm.
You have to time your mature speed with the cuddleinterval for 100% imprint. Try what I posted and you can make really small tweaks from there is you want to take mature speed up. Remember, mature speed increase (faster) = cuddle interval lower (also faster).
