I think Embargo system should be reworked

For the country going to war or rival, I have embargoed but they are still having my goods, buying and selling. I think that should be reworked. And all subjects embargo should be also available for economic warfare. May be national export ban on specific resource or something like that. right now it is like embargo means nothing.
