Auto diplomats seem to do nothing?

I have diplomats automated, and in 1.2 they would use spare capacity to increase my opinion with nearby people this was super useful for merchant republics, now even though i have 5 spare diplomats and 7 spare capacity they are doing nothing? even if i manually select a country for "improve opinion" they will promptly cancel it and return to doing nothing.? what gives?

P.s same seems to be happening with auto colonization (even with 80k and 1000+ monthly income they wont start new charters, and cancel any manual ones i set up.
