the Third Rome decision
So all international organisations in Orthodoxy currently 4 out of 4 fulfill thus requirment and is NOT the holy site for orthodoxy is marked red. What does that mean? What is this requierment? I had the Trinity Lavra constructed but i gave it to my vassal, so i do not have a holy site in my posession, does it block the third rome decision now?
