Rebels

[badu]

I’m fed up with the rebel problem in EU5; there’s simply no way to resolve it. I have a population of 300,000, yet a rebellion breaks out involving 20,000 people. Even though I’ve made them an accepted culture, the negative modifiers are massive, and I’m left sitting there unable to do anything—my options are extremely limited. The 1.4 beta has really gotten off to a terrible start.
