The AI stops building anything in their provinces. You can see which countries stop developing with literacy map mode, but I've higlighted Hungarian capital as an example of AI being stangant. And its not the case of AI being inactive. They expand, attack, join wars, everything else. They JUST DONT BUILD ANYTHING.

How come we've got such problems after such long time is beyond me
