Your local time isn't relevant. At this moment it's in Europe still 27-10-2026, 19:00 hour or 7:00 PM. That's 6 hours to go before it's 28-10-2026 Universal Time.

Judging by the DLC release time which is supposed to come out with the Update, it'll be out in 19 hours.

Most recent dev posts talk about the DLC. When it will launch. That it launches with 1.4.
I do not know how to make this clearer.

Top of the page states the DLC will arrive with update 1.4. so it is easy to guess the DLC will launch the same time as the update.
