When't I'm trying to get into the game loading is stuck in 8% on generetaing new game. Or it crusth. I was playing without those issues for long time. It started from week or two ago. I have tried everything possible to fix this. Lowered every setting. Nothing helps. I have no idea what is broken.

Did you try to "Verify integrity of game files" in Steam? Or reinstall?
Yeah I think I did everything possible, reinstaled few times. Checked for hardware updates. Nothing helped. It crash at 8% in 1.3.11 and open beta versions.

What's the point of your post? If you would have tried everything possible, there is no way to help you.
If you actually want help, you should list all the things which you already did and the things which you already know about, but which you did not manage to do(and why you failed to do them).
If crashes started few weeks ago then something happened at that time.
-base game of 1.3.11 has not been updated for months
-could be some broken mod you have installed, unsubscribe from all the mods and delete whole EU folder under documents
-non-EU related hardware or software problem, from faulty power supply or memory to failing hard disks and some weird vibe-coded garbage you have installed
I have 0 mods installed. I have updated all drivers. I tried to use dx12, vulkan, reinstalled game few times, I used those tips from pined post. I don't think that my PC is at fault because every other game works fine. There is only problem with EU5.
But the 1.3.11 has not been updated for months, it can not simply stop working at random date. If you can see PDX crash reporter popup, please use it, that sends them much more information.

Sometimes newer drivers can cause issues too. If you have updated NVidia or AMD drivers within month, maybe pick some older version and see if that works.

What you can still try, is to run EU5 without Steam or even without internet connection as it does not need those.
- try to shut down every other program first, exit Steam, close all the little apps you have usually open
- switch off your internet connection
- go to Program Files (x86)\Steam\steamapps\common\Europa Universalis V\binaries\
and click eu5.exe

I had the game crashing on my low-spec laptop too, that was almost surely caused by it not having enough VRAM on GPU. But 1.4 beta is better and does not crash anymore (it is still very slow). And this is using Linux, the OS not officially supported.

It is still worth going over the settings in main game menu (as you can reach that) and turn everything off, including 3D map.
Can you post the meta.yml, system.log, error.log and the last ~20 lines from the debug.log from the crashes folder?
Check out the swapsizeavailable in the meta.yml. If it is below 1000, it is likely that the crash was due to a lack of virtual memory.

Eu5 has some unusual CPU usage patterns, especially around 7% - 14% when starting a new campaign. They can lead to crashes in CPUs which are unstable in that particular regard, even if they are completely fine if the CPU is used in other ways. It is a relatively common reason for startup crashes, especially with 13th and 14th gen Intel CPUs and 9800X3D AMD CPUs. A bios update often helps. If you have such an Intel CPU and never did a bios update, I would strongly suggest that you check the website of the motherboard manfactorer to see if there is a newer bios version than the one which you have installed. Those CPUs have degradation problems which could explain why started happening at some point.
Deactivating overclocking can also help. Some kind of overclocking is often enabled per default
