steam games its inside per game in the redist dir and dxsetup dir
none steam game is directX at microsoft.com
I dont know what's the problem.
verify game cache content is a most.
right click on the game - Properties
from Local files tab and click the Verify integrity of game.
with or without computer specification information, either you have it or not ( could allso tell you why if you missing something )

( its just ID the hardware, it do not say current driver is uptodate..
i have added the link because,some get the game and dont have the hardware to run it or operation system or in right DirectX mode )

other quick fix maybe,( require show hidden dir and files )
some seem to get corrupted files or not update correctly as they should...
delete allmost all in there, keep the save games Diretory's
C:\Users\"username"\AppData\Roaming\The Creative Assembly\Shogun2
and you might have to reinitilizing Redist again
try the new addware cleaner some say it can fix it...

some win7-8 need administrator this is not all pc's, but some have upgrade to win8
and some need to reinstall gfx driver after this allso...
is "steam client service" running ? either set it on files or reinstall steam
recommend reinstall steam overwrite steam same place...
and check again if service is running now ?
How to check ... right click taskbar see service's or controll panel
administrator tools – services
or add administrator to steam.exe and game.exe file first
restart steam
worst case is you missing "steam client service" in service
but that might not count as a fix it, because games was install without this rights set, so delete local content per game and reinstall with administrator rights set or service running special older games can have such problem...
