To fix this issue you need to install the x86 version of Microsoft Visual C++ 2019 Redistributable[support.microsoft.com] package on your system.

Edit: I realized that the issue OP described may not be the same as I help to fix here. Issue I'm talking about is where the TV in the game room has transparent screen.
My issue is that I double click to bring up the game and i hear the sega song play with a black screen. Then afterwards when the game bedroom is suppose to show up on your screen i get a complete black screen. I can do anything. I have to ctrl alt delete to get out. Do you know if your solution fix my problem?
No, version should not matter. Even 2017 or 2019 redistributable packages should work just as well. Basically the 2017 and 2019 are just updated versions of the same 2015 redistributable files unlike the older Visual C++ redistributable packages that all used different file naming convention.
As for helping fixing this issue, I have only basic advice to give. Like make sure you have DirectX redistributable installed, update your computer's graphics drivers, try disabling Steam overlay (you can do this in the game properties in Steam), try running dxdiag[support.microsoft.com] and see if it reports any problems.
^ Ah, yes, the ol' standbys. I've gone through most of it - I think I'm probably just overdue for an OS wipe/reinstall. While Win10 is way better than older versions... it still feels a bit crusty after a while.
First off, If you hold down the Shift key while the game is launching you should get a configuration window instead. In the graphics options there's field for selecting a monitor. If that field is empty and there's nothing you can choose from the drop-down, then this workaround may work for you too. You can also just try changing the graphics settings here to see if that works.
For NVIDIA graphics card: Open your NVIDIA Control Panel, find the Adjust Desktop Size and Position page, and change "Aspect ratio" to "No scaling".
For AMD graphics card: Open AMD Radeon settings, click on the Display tab, and change Scaling Mode from "Preserve aspect ratio" to "Full panel".

This did not work for me (I am an NVIDIA user)
I still have a black screen regardless of is it fullscreen or windowed.
Edit: A day or 5 from a full reinstall, so hopefully all of this will go away permanently.

So I don't know if those, or those + update fixed it -- I'm about reinstall US Retail just because blech this is annoying (GTA V & Origin have these issues too)
