Any mod for Sonic 3D to become super sonic?

Genesis and Saturn were just different versions of the game. The Saturn was the newer, more powerfull console so they probably wanted to upgrade the game with better visual, sound and 3D features.

This mod is a custom version of the game created very recently. It was just meant to improve this Genesis version.

yes but i remember on that time genesis and sega saturn almost the same i never didnt find a major diferences...maybe a little better sound on Saturn but they could do supersonic and 2 players as well

I see English isn't your first language.

The "Director's Cut" is simply an improvement of the original game by a programmer that worked on the original game back in 1995-1996. I do believe he did add Super Sonic into the director's cut as you can see in this video: https://www.youtube.com/watch?v=iFbki9Y-r_4

As for 2 players, the game was originally intended to support 2 player support but was scratched for various reasons: https://www.youtube.com/watch?v=qH4eZcTmVM4

Anyways, you should check out GameHut's videos on YouTube. They're pretty interesting.
