IF I am on the right track, your GPU is NVIDIA's as well? RTX 2080 Ti, over here...
I NEVER encountered that issue before and most of my hours within this game went error free but it was a different driver. Either the newer GameReady drivers or Windows 10 2004 update, the only different things I can pinpoint.
I hope someone has a solution though...
EDIT July 20 2020: as ChichoMan indicated, a .dll from one of the "no filter" mods was causing the issue (maybe it didn't happen before the updates I've mentioned?).

Maybe the FPS/no filter mod?
Setting Shadow in Medium in game config it fixed ERR08 Memory Overrun.
it appears Resident Evil 0 uses 32 bits of 4GB ram limited.
reducing shadow it can decrease borrowing of 4GB Limit availability so filter mod could work it need tested.
