So you are telling me she looks the same?
Pretty much, the lighting in the 0 photo is a little brighter because of the scenery.

Alas, no. For some reason they've (re)made her face in 0 HD to be doll-like.

I don’t see it, maybe the eyes are a little bigger, but that’s a little nit picky.
She looks like a monkey in Zero, and like a human in REmake.

She is literally the same. The RE1 Remake team asked the RE0 dev team to give them their Rebecca model to use in RE1Re, and this happened. She is actually the RE0 model by design. The only difference is that the textures in these HD re-releases were updated a bit differently and the game engine uses slightly different filters.

Then she s not literally the same, is she?

RE0 was originally released just one year after RE Remake, but that doesn't mean the game took only a year to develop. RE0's development actually started before REmake, and at some point both games were handled simultaneously by different teams.

Both teams used the same base model for Rebecca but they ended up polishing it in different way. It's pretty clear that there were some communication issues between both teams judging by how Rebecca's personality doesn't even seem to be consistent from one game to another.

Nobody's personality is consistent between any two games. Except for Chris, he consistently lacks any kind of personality in every single RE medium. :P

Chris has been consistent with some of his traits: like his occasional stubbornness, impulsiveness, insubordinate behavior, and anger management issues.

It's not like any RE character ever had a deep, solid and way distinctive personality to begin with, so there's not a lot to compare anyway. But yeah, there are some cases of nonsensical personality changes.

Well, Claire even in RE2 had an actual personality that they kept until Rev2, where she turned into Lara Croft 2013, because every female video game protagonist just had to turn into a gruff tough chick with deliberate lack of emotions ever since the early 2010s.

With Rebecca in REmake and RE0 It's not even a character difference, is a difference in experience, which makes for the jarring impression. Given that the events of RE0 took place before REmake, she should act more experienced and badass in REmake, but it feels like she was "reset" to the state she was in when she boarded the train. Of course this is all due to the two dev teams not interacting with each other enough.
I do not agree with that. In my playtrough, she was the same as in Remake. Sat behind Billy and mixed herbs, hence, for me, it made sense that she is just as scared and useless as before.

You seem to forget that there are mandatory fights with Rebecca in RE0 - especially one against a fricking tyrant. That's not quite consistent with her generally helpless demeanor in REmake.
it is a short segemnt, during which she runs away from hunters and zombies (at least when I controled her, due to her low health pool and slow firing speed). When T-001 appears she looks scared shi.tless, stumbles and panics. Compare that to Jill meeting meeting the tyrant which is the exact opposite. Only reason why the tyrant doesnt take her down there, is cuz it is very ez.

The only time she is helpless in RE1 is the upstairs scene with the hunter. Otherwise she stays with a wounded team mate despite having a giant snake in the neighbourhood or wades through shark-infested water to weaken the plant for Chris. She also managed to reach the laboratory reactor room despite it being chock full of chimeras. I'd say that she does a whole deal lot more in that scenario than Barry for Jill, almost doing as much as Chris himself.
