Question about the tablets

I put all tablets into the machine and am into a new place now, but is there absolutely no way for me to push the tower back up? I went alone with Rebecca to put them in and left Billy behind.

From the outside the door where you go to put the tablets, I believe you need to go to the opposite door in the centipede boss room and be in a "room" where you enter in a double door, that door is one level above another room that has a ladder.

I know, it's too difficult for me to point the right direction, but that's all I remember.

The observatory moved, true, but you can still go back to the training facility. Truth is, as long as you don't enter the room where you encounter the final boss for the first time, you can backtrack to the train wreckage from any point in the game, no matter how far along you are.
After you put in the tablets, the double door of the observatory will lead to the balcony area at the facility.

You can access all maps even if you entered whichever room you're referring to.
So even if you're in the last room before the final boss (the save room), you can go back to the beginning. The only place you can never return to is of course the train, once you've completed it.
