Capcom's forgotten characters
So...Capcom seems to forgot about Billy (who is cool and kinda looks like Solid Snake). What happened to him? He leaves in the end and what else? Does he get eaten by zombie dogs in the forest? Does he get caught down the road and ends up in prison?

Capcom has also forgot about Steve from Code Veronica. Wesker says his men have taken Steve but you never see him again. Would have been great if he came back in Re-Revelations 2 but he doesn't. It is like Capcom just didn't know what to do with these characters and forgot about them.

Up until code veronica wasn't written with Billy in mind. Resident evil 0 was made after all these games, so Billy kind of had to be shoehorned into the existing series story.

As for Steve, he is very much dead. His corpse was used for research purposes. And I really hope he will never get resurrected, cloned, or brought back in any fashion.
I was sadder how they forgot Rebecca. Ever since Zero/RE1, only her character model popped up once or twice, before they finally showed her in Vendetta.

Billy is one of my favorite RE characters. But he has been officialy reported dead by Rebecca. He just can't show up because if anyone finds out he's still alive, not only he'll have to face death sentence again, but also Rebecca might face trial for covering him up. Guess it's fair to assume he just changed his identity and moved to live a more peaceful life somewhere far from America. It actually makes perfect sense that Capcom created a character exclusively for a prequel and gave him a solid plot reason why he doesn't show up in any other games.

As for Steve, well, at the time RECV was made, Capcom probably considered reviving him in a future, but you know, Capcom sadly bases character reappearances in popularity and fan-service, so that's why we allways see RE1 and RE2 characters coming back, because they're the most popular and overall more liked RE characters. Steve is one of those characters with a very small fan-base, so Capcom finally didn't care about bringing him back.

I am not a fan of him but I would like to see what Capcom would have done with him after having Wesker hinting to Clara that Steve will return

I wonder the same thing about Nicholai Ginovaef. He was some kind of Albert Wesker in RE3 Nemesis, working as double agent to get informations about the virus on field. He killed all his Umbrella team, but failed with Carlos Oliveira thanks to Jill. The canon ending, he stole the chopper, tries to kill Jill shooting at her, then decides to run away from the explosion. Then Barry saves Jill and Carlos. It would be interesting to see Nicholai, Carlos and Jill facing each other again.

2 Ways in the old RE 3: 1 He stole the Chopper; another He died in the Factorybefore the second or Third Nemesis Fight......

There were actually three different endings for Nicholai. But the canon one is that he survived (it was confirmed by RE Survivor and RE Archives). Honestly the ending where Nemesis kills Nicholai is pretty much nonsense since Nemesis was a somehow intelligent BOW that could identify its targets, and his orders were to go after Jill and the STARS, not just randomly kill anyone.

Capcom forgets to put "characters" in all the RE games. Don't worry, they'll work out how to write one eventually.

She "evolved" into Claire. The reason why Capcom scrapped Elza was because she was just a random character with no background, thrown into the game for no actual reason. The writters wanted the main characters to have a more elaborated purpose for being there in Raccoon, as well as something they could tie to the plot of RE1.

Would not mind a single player game of Billy. Being a past assassin and now witness to events of Umbrella maybe he left to keep a low profile near another umbrella site in some other place and something happens! Maybe Rebecca is on vacation there which starts the mess and umbrella is resurrected.

series been kinda more bland since Umbrella taken out of picture :P figured bringing them back opens up alot more story possibilities.

They were already brought back. TWICE, actually. I was actually glad that the series at one point managed to finally get past Umbrella, but then they had to drag back Wesker twice, and now we have at least two Umbrellas again. I swear Zelda dragged back Ganon less than Capcom did Umbrella.

Resident Evil 1,2, & 3 were about Raccoon City.

Resident Evil 4,5,6 were about terrorism using Bioweapons.

Yes. And RE5 had Wesker as the main villain, and RE6 had Umbrella again. The upcoming RE7 DLC, if it ever gets finished, will be about Umbrella as well. Heck, we had a game before RE7 literally called UMBRELLA Corps, and as a bonus, it even has a series of hints that there is a Wesker clone running around somewhere. The last game in the franchise that seemed to have any smidgen of storywriting creativity in it was Revelations 1, and even it used a damn ship again, for the third time in the franchise.
