I was sadder how they forgot Rebecca. Ever since Zero/RE1, only her character model popped up once or twice, before they finally showed her in Vendetta.
As for Steve, well, at the time RECV was made, Capcom probably considered reviving him in a future, but you know, Capcom sadly bases character reappearances in popularity and fan-service, so that's why we allways see RE1 and RE2 characters coming back, because they're the most popular and overall more liked RE characters. Steve is one of those characters with a very small fan-base, so Capcom finally didn't care about bringing him back.
I am not a fan of him but I would like to see what Capcom would have done with him after having Wesker hinting to Clara that Steve will return
She "evolved" into Claire. The reason why Capcom scrapped Elza was because she was just a random character with no background, thrown into the game for no actual reason. The writters wanted the main characters to have a more elaborated purpose for being there in Raccoon, as well as something they could tie to the plot of RE1.
series been kinda more bland since Umbrella taken out of picture :P figured bringing them back opens up alot more story possibilities.
Resident Evil 1,2, & 3 were about Raccoon City.
Resident Evil 4,5,6 were about terrorism using Bioweapons.
