Devs said they didn't have enough money to pay for the female MC voice acting as well as the extended casts acting to facilitate a female MC. So there isn't a female MC simply because they didn't have the budget for it.
If we finally get some voice acting that is not abyssmally bad, then so be it that we lose out on a female protagonist. I mean, go listen to fem!Vulcan voice in Bound By Flame and to some NPCs there. Is that really what you want to happen in this game too?
And considering Technomancer is 40 hours long and has plenty of replayability through different quest solutions, so I totally understand why it costs as much as it does. I really hope that Technomancer will be a success and in the next game we will get a fem!protagonist option. But I sure won't pass by a good RPG just because I can't play as a woman.
Hope this game will be good and sell a lot so Devs will have money to do female character in their sequel/next project.

Depends on where you live. In the US this game is less than 40$ which is far less than AAA.
If you don't but a great game because of such a small aspect, then that is your fault. Game looks amazing regardless of gender.
