Based on your description (i.e lost 5k souls), you are pretty early on in the game, so if you don't want to live with the consequences of your actions then restarting shouldn't be too bad.
What do you mean by the bottom of the hole? If she died of fall damage (as in on one of the wooden platforms), you can make your way down there - although it would take a lot of HP and/or some gear that reduces fall damage. If she just fell into the abyss, that is an endless pit. In the other souls games, if a NPC falls off a cliff and you save and quit the game, their loot should appear where they usually stood. I don't remember doing this in DS2 but I also don't see why they would remove it here but keep it in ds1/3.
Additionally, DS2 has a mechanic where NPCs you kill will be respawnable after a while. After enough in game hours pass, there will be a gravestone where she usually stood, and you can pay some amount of souls to talk to her.
Other than that, you are kind of locked out. That is the only lockstone in the game, and it is a key item so nobody can drop one for you. You can beat the game without ever going to huntsman's copse, but you will miss out on quite a few bosses/NPCs and some pretty good loot. You can cheat one in but be sure to know what you're doing - obviously play offline while you do that, and don't do anything naughty other than fixing that one mistake
-I hoped I could at least entertain.
I am on level 91 and fighting fith two swords.. so it is pretty hard to get that "far".. but it might be an option.
- She fell down the hole and hit none of the platforms.. I also thought it is a hole with no ground..
- so I might try to talk to her if her tombstone appears.

In case that this doesn't work... You can get min. 1,000,000 SM. Then you can do the shrine of winter "skip". The requirements for opening it are either "get all 4 great souls" or "get x souls in your current playthrough" with x being 1 million in NG, 2 mil in NG+, 3 mil in NG++ and so on.
but I am certain it wasn't neither at the last location she stood before falling down the cliff, nor where she startet to fight me.
I also managed to get down the hole as deep as possible.. managed to aquire every item on the way down and there was no key at all..
If I happen to find it anywhere, I'll let you know.
now I finished the rotton, got back to majula and there was Licia's tombstone. so I payed up the 7k souls to talk to her aaaaaaand.....
she got no key anymore.. well.. what would a ghost do with a key afterall..
now I'm stuck and if I remember correctly, I have to go there to kill the Iron King?
I think he has a great soul too?
Overview:
I pushed Licia down the hole in Majula, she dies, no item drop on the ledge where she fell off, no drop on any obstacle in reach of the player down the hole, no drop at her standard locations (majula and heide tower) and even If one talks to her ghost, she can't move the path.
Game Over
Do I need the one million souls cash or do I just need the "soullevel" of 1M...
I just can't emagine to carry one million souls with me.
My SM is on 738k... so I will just go further and try the skipping thing.
but if this doesn't work either, I am deffenitly going to.. "create" another one
