Only four Sublime Bone Dust packs?

Hi. I recently went on a mission to max out my estus flask, and I found out I only have 4 sublime bone dust!!!

I checked all five locations and they are all looted, but all of them are looted. Maybe I opened the chest in the heide tower and died before grabbing the dust? Maybe I sold it early game because i'm stupid? Any advice? Is it possible for someone in NG+ to drop me one?

Stuff in chests won't disappear after you open them. The chest just appears closed next time.

is it possible to sell sublime bone dusts then? did it just glitch out? i'm seriously worried because I may need the upgrade by the end of the game

If it's spawned in a wooden chest, a Bonfire Ascetic will respawn it. I highly doubt they can be dropped (Estus Flask Shards can't be either) so that wouldn't be of much help. If not, a +4 flask is still pretty strong, just try to get it maxed to 12 doses to compensate
Edit: I'd also highly recommend searching the particular location up before using an Ascetic, as they're not to be used lightly and using one in vain would be very disappointing

Are you sure you really have gotten to all 5 locations? They are:
1. Between Heide and No-Man's Wharf
2. Between Majula/Grave of Saints and Gutter
3. In Huntsman's Copse
4. In Shaded Woods near 3rd bonfire
5. At the begining of Drangleic Castle
