This is not the case. Spell knowledge can definitely go down by more than 1 when casting at full PP, especially with higher cost spells. In addition, there doesn't seem to be any difference between casting at max PP vs low PP. I compared 198/198 and 8/198 PP casting of magic missile, and it was basically the same average knowledge loss. Of course, casting from HP is a terrible idea for other reasons.
Making them lose their spells and hope they come across them again is just downright unfair.
Even if you are a dedicated caster you should still be using a melee and/or missile weapon to deal with extremely easy enemies. As an added incentive, becoming proficient with a shield gives you an excellent DV boost, which stacks with coward tactics. Also, playing as a Wizard gives you a boost to found tomes.
You should be engaging in safe melee combat early in the game to train your shield proficiency, healing skill, and dodge. Wizard is absolutely one of the most powerful class, you just have to deal with being a glass cannon for the first 5 or so levels. Learn what enemies are safe to engage, and which need to be bolted. Once you have a decent PP pool and burning hands + ball spells, you can pretty much kill most common threats.
