Here's a video from a friend of mine, playing the game with the mod. If you skip to the 42:19 mark you can see "Killer App Mod" on the loading screen at the bottom, and at 43:31 DataWraiths start appearing in that same battle.
If you reload an earlier save, or maybe load the autosave for that level (if you still have it), it might clear up the glitch.
I also didn't make any change to the Tanks in that Light Cycle section. The only (one) change in the entire Single Player campaign is mentioned in this topic: http://steamcommunity.com/app/327740/discussions/0/610573567800170250/

Anyway to be honest i did kill the seeker in my second try in about 20 seconds. (fragmented frisbee with 300 energy and weapon efficiency and all the damage amplifying tools on gold (i did this without cheating like godmode and such))
Maybe i was so quick the first one hadn`t even spawned yet and they stop spawning after the seeker is destroyed ?
Eventhough i do think i remember there always was one Datawraith that was lurking down left where the green energy powerup device is at the beginning of the battle.
