What are the limits of mods?
Of course the game doesn't have modding in mind and like the shop items but man i am not dumb who would pay for that. Would be nice if they are earnable like it used to be games would actually improve but the quality is slowly declining.. So probably impossible to put shop items with mods into randomized loot.

from origins to valhalla all had inventory editors that allowed players to receive shop outfits/mounts and what not for free, give it some time and shadows will probably have one too
AC games do not officially support modding. What you can expect are character model editors, some more character customisation (more hairstyles etc), some gameplay tweaks here and there, DLC unlockers (very much shady of course and NOT available on Nexus mods) and maybe, eventually, Helix store item unlockers, all of which were available for the previous games.
These things can take time though (a DLC unlocker for Shadows already exists) and regarding store item unlockers since the folks doing this have discovered monetisation it may very well be that you have to pay real cash to get access to this. Even now the "normal" Cheat Engine table made by one of the few regular CE table devs costs money, a free alternative exists though.

Yea i have seen the cheat engine tables that are paid.

It's not the same. The what Op is talking about is making the shop items obtainable within the game from chests, quest rewards, boss/enemy drop, etc. By just adding them into your inventory with mod, is basically cheating. Just like getting them officially from shop is cheating. Getting them from those animus quests that Ubi created is cheating too. Those little fetch quest does not justify the reason why you should get legendary item like that for them. And also, if you start a new game, those items will appear in your inventory from the beginning without any effort, which is cheating af.
