Yep important thing is to pre-order as you get the expansion for free. You can still wait for reviews etc before you play your 2 hours for refund purposes. If you don't pre-order then you have to pay for the expansion.
And yep the deluxe is pretty pointless unless you want those skins.

No idea what that guy is on about. The news article I linked was pretty clear, as long as you pre order either edition then the story dlc is free.

That is the one that is confirmed. He might mean that buying Deluxe Edition will allow you to get future upcoming DLC that Ubisoft may or may not release
There is nothing else in the deluxe other than cosmetics and mastery points. It includes nothing else hence why I said I have no idea what he was going on about.
