passive skills that increase damage
so in AC Shadows some weapons such as the Katana will have passive skills that reads "Increase damage with Melee Weapons by 9%" what do you guys think will that just apply globally to the whole character even if neither of my 2 weapons are the Katana or only if the Katana is in one of the 2 weapon slots?

i am pretty sure it will only be active if the weapon is in use. maybe if it's equipped in the second slot, but i think that would be a mistake. buffs on specific weapons should only apply to the specific weapon. games are easy enough nowadays without making them trivial :)

in AC Odyssey your secondary weapons and bows buffs and effects are always active even if you are using the other weapon.
"Increase damage with Melee Weapons by 9%"

That reads as all melee weapons. Ranged and melee being the difference here.

9% is better than nothing, but it's an incremental upgrade.

A small positive change.
