Facts you can't say sorta,there is way more animations in GOT for any actions and they are also way more natural.
Revenge thematic is really deep in GOT not an excuse. Characters are well written, it's not the case in shadow.
GoT looks better with HDR than Shadows does with HDR.
Without HDR I think Shadows looks better.
I also find the story of Shadows more interesting at the moment.
World mechanics would also be a tie for me. GoT had wildlife interactions and I liked the hot springs but I also like that you can build your own village in Shadows and citys are bigger.
The rest would probably go to GoT.

all of that is your own opinion. i do not care for jin sakai at all.
The story is very different and Shadow is way "wider" than Ghost of Tsushima. Much more rich in what it give us about japan culture and japan as a country.
