AC Shadows just doing fine it seems.
Using old AC's numbers i would say is doing not bad and maybe mid, the problem is the budget and delays of this game and excuse my language the ♥♥♥♥ ups Ubisoft has done with previous games so a good AC sale's numbers will not be enough for this game.
Those games were exclusives on other platform and did not release on steam day one.
Take Valhalla it was an exclusive on EGS, hence why it did not sell much on steam 6 months later.
This game released on steam day one.
If you wanna compare it to other games and its budget
Ubisoft is a console centric company. Their vast majority of sales are on console, not PC.
With that being said, this game does seem to be rejected by players and it will most likely have consequences for the company.
If we look at steam numbers alone (not the whole picture, but a good indicator for PC atleast) then we can try to list games by their budget and then concurrent player peaks.

You don´t need a masters degree to understand why some games are more popular than others and what games did not live up to their budget.. We could have used more examples and we have similar genres, but also many different genres here.
The only real PC centric games on the list are CP2077, BG3 and KC:D2.
As you might notice, this game is not doing well. The vast majority of PC sales are on steam (this is why Ubisoft came back, as PC gamers are reluctant to go to Ubisofts own service)
It is true that the game will most likely sell decent on console however, but not on PC and even if only 10% of sales were on PC ie. then they would not even break even with sales numbers like that...

Vahalla is the only one on that list that didn't release to Steam day 1, the other 2 games did in fact release to Steam day 1.
you don't know what the budget of the game is, so any comparisons you made are moot.
