Sometimes even goes under 30

It's actually 31 FPS lock. Only available on the PC version of the game. Consoles do not have this issue.

This is a stupid argument. I've noticed a difference between 60 fps and 120 fps from a 80ish hrz monitor to a 144 hrz monitor.
