Yes, the two mean the same exact thing. You'll get the bonus no matter what version you pre-ordered

I didn't get the bonus, the official release said 9pm PST - I bought it at 6PM - no bonus, and it's available to play now. I missed out cause Ubisoft released it early I guess.

Yeah, no idea why they dropped it 3 hours early. It was a mess too cause even though it was stated in one of their release times that it was 9PM PST, Steam said 7 hours left at like 4 or 5PM

Right click the game and go to DLC, should be the only one. But if you bought anywhere before 6PM PST then you should be good, it'll also pop up as you start the game up so if you don't get that pop up then you were too late
