Were there bigger plans for modern day storyline?

Opening cutscene led me to believe that modern day storyline will be huge in Shadows. It gave me huge DedSec vibes and i kinda hoped that these two universes will merge (although it's already been confirmed that it's the same verse).
I was disappointed... really disappointed...
Really? Absolutely no modern day content? Walking through animus doesn't count, it's just an audiolog that i'm forced to wait through for 15 minutes. It would've been better to just skip it all, those sections only felt like spit on a face.
What about Basim/Loki, are you really going to hold that story off and expect us to forget about it? Or maybe wait another 4 years for another game to conclude that story?
