The Hoarder is missing

I'm trying to finish the corrupt daikan quest. The last target is The Hoarder but the objective board isn't giving me any quest objective to scout. I looked up The Hoarder's location but they're not there. The building gives me the red bar when I enter but the whole place is empty. Has anyone else encountered this problem and solved it?

Have you completed all the Lady Oichi quests? Some of the Corrupt Daikan clues are tied to her quests. Specifically a quest called The Wheel Unmasked
