I need help with Chef Hong's quest in the Wakasa region..

I heard that Chef Hong gives a quest near the Kara Market in Wakasa,
but the quest isn't showing up for me.
I think I'm done with Act 1 of the main story (I'm playing as Naoe).
The cooking items related to the quest seem to be available in shops,
but the quest itself won’t trigger. Do you know why it’s not appearing?"

I think you have to meet Hong during the story first and only after that you unlock the food quest. You meet him when going after the person with the fox mask of the Shinbakufu.

yeah, once that quest line is done a quest will appear on your map and objectives page. got it last night

You can get ALL food items long before the quest actually triggers. You need to be patient. Once you progress the Shinbakufu quest far enough all the relevant missions and side missions in Wakasa will trigger.
