i only have 4 of them isshiki mansaku endo riku okudaira toshizo and the hoarder showing in that spot the first three ive already tracked down and killed, but i know there has to be more and im not sure where i find out more information on them

You have to progress further in the main story. Some boards are just like that unfortunately, and the targets wont be present until unlocked. Even if you know the exact location they are supposed to be. They wont be there until the story says they should be.
