Wait until you go for Level 8...then you'll see.
Its rather funny cause the first time I visited the blacksmith after unlocking it somehow seemed to me like it would cost gold to upgrade gear. Since I only had two gold and didnt get any till I was almost level 60 I didnt go to the blacksmith anymore.
I only realized that I could have just used normal upgrade materials when I got one gold drop from a kill 100 Samurai quest. So from that point I started upgrading gear which made the gold quest rewards from doing all the other kill 100 XY in region XY quests even more pointless cause the most interresting pieces are upgrade already and the gear that drops for me is at max level for quite some time already. lol

I'm at 48. With three provinces left to explore.
Which means levelling up is balanced nicely. And easy, if you cover every inch of the map.
Only issue seems to be with upgrading Yasuke's gear. I loot every single item on the map, but currently have barely enough resources for his gear upgrades.
Whereas with Naoe, I have a trillion resources.
The level gates in this game are pretty low. Highest level zone is minimum 35, so you can comfortably complete the main game quests by 40. I expect you could probably get there doing nothing but the main Shinbakufu quest ring and whatever sides are spawned directly from it and still get there without having to do much exploring or map marker clearing at all except what you run across doing the quests.
I am like 34. Haven't particularly focused on levels, just naturally gain them via playing and rambling along. I see some targets in the low 40s, but I am not too worried. Got a ton of mastery points from Daisho and other targets.
This is perhaps the least annoying exp grind in the RPG ACs, IMO.
