The remaining 99.5% can be played entirely offline, so long as you do get an internet connection every week or so, you'll be fine.
There are times we're on off-grid power and our internet is completely down for over a week at home. Most of the time it's just a good portion of every day. So yeah, I tend to prefer offline games unless I happen to be staying in town for a bit, at which point I only have an old gaming laptop that struggles with Witcher 3.
I just don't understand the whole "You need to check in with us once a day/week or you can't play the game". Stuff like this rewards pirates and game crackers, while punishing legitimate users.
