FPS Drops (Low FPS to Begin With), After Playing for a While
I honestly don't even know what to do at this point. This has driven me insane.

i9-13900HX

32 GB RAM

NVIDIA RTX 4070

Display: 1440p

Upscaler and FG: DLSS

Zero background tasks/services besides Microsoft's (those can't/shouldn't be turned off), game bar off, Steam input off, hardware-accelerated GPU on. Literally everything I could think of. Ray tracing set to Hideout only and its quality and BHV set to low. No matter which settings I use (setting my graphics all the way to low), my FPS starts at 50 ish, and drops down to the 30's after playing for a while (~an hour). Opening the map/character menu/fast traveling to Kakuregas all result in a few seconds of extreme stutter, then an FPS of 30-40 for the rest of the session.

I've tried everything. Multiple driver rollbacks to different drivers all the way back to 566.XX (as suggested by a Ubi developer on one of the Steam posts), even used DDU every time. Switched certain graphics settings on and off like people have suggested online, heck, even used a few files from Nexus Mods that are supposed to help fix stuttering and improve performance (Double digit endorsements and thousands of downloads). Verified integrity of files on Steam, fresh install, literally everything possible.

To no avail. My FPS should not be what it currently is. What else can I try? Fights are outright unplayable with the FPS swings.

Same here. I have to change settings, for example shadows to high and change it back to very high and that fix it for like 20 minutes and fps start dropping again. Fps start dropping randomly no matter wath settings i use

Yep, this is a thing. Hopefully they are going to fix it. It doesn't happen super often to me but when it does, I also have to do the settings dance to fix it temporarily. I switch raytracing from ultra to very, apply it, then back to ulta, apply it. Suddenly fps is normal again for a while.
Same. Game unplayable since the last patch. Used to run great before.
Same. We need to wait for a patch, but the developers are in no hurry to release it.
same. waiting for patch
I have a similar problem - RTX 4070 Ti Super with all graphics settings on highest, frame generation and native dlss anti-aliasing. Most of the time I get about 80 fps or more, but sometimes it seems that the frame generation(?) stops working and drops to about 55 fps. Then I click ALT + Enter to minimize the game, and ALT + Enter again to maximize the game and the frame generation (?) starts working again.
I have noticed this problem more often when I use ALT+TAB that check something in the background.

Your problem may be that the 4070 Mobile only has 8 GB of VRAM. Try turning down the Texture Pool Size setting to high or even medium. In the settings it gives you a general idea of how much VRAM it will use, try to keep that below 7 GB so you have some headroom. If the game wants more than 8 GB then it's going to spill over into system memory which will slow things down drastically

Not mobile. And I have set everything to low and still encountered the same issue. No game I play other than AC Shadows has this problem. It’s not a heating issue either. My GPU is consistently at 67°C
