Can't figure out this game's enemy scaling.
"Your target is in "X"
X is a level 27 zone.
Go to X, Guards are 30... Hmmm..

No problem, dispatched the guards.

Samurai Daiymo shows up and has a skull next to hit HP bar, indicating he is 5 levels higher than me. Proceeds to one shot me with a Shuriken.

Now hold on a minute, just WHAT LEVEL IS HE?! Turns out, he was 41! I ended up killing him in melee combat after many deaths, but why is he 41 in a 27 zone for a target on my list that is 27? lol

Yes must be a bug. I also had "skull" enemies in zones of my level who one shoot me with a ranged throw.

I've only run into one case of a wildly over-leveled enemy and that was the Pond Yamabushi. He showed up when I was like 27 at a meditation point with Naoe and I didn't notice he was 40 until after he'd one-shot me. That was in Omi, a zone which starts at level 18.

Otherwise I think each region has a range of levels from min to max for enemies in the zone (usually). Once you are past the max level for that region, I think the game lets enemies scale up to 2 levels below you as you continue to level. It's kind of how it worked in Origins, Odyssey, and Valhalla.
Yeah I don't get it either, sometimes targets designated for your level will be in a castle in an area designated for your level however the castle itself will randomly be a significantly higher level. Seems like an oversight

This happens to me on the regular at this point. I suspect that they function as a jack in the box.
