game keeps pausing
I keep getting the loading icon in the bottom right corner, the game pauses but I still have camera movement, so it's like it's downloading something or maybe its just loading textures but not actually freezing the game?

for me too...unplayable for me in this state and still only one mini-patch
It's loading the next area. The game world is streaming, hence no loading screens - most of the time - but you're reaching the edge of the Matrix. Might be time to either upgrade that PC or lower some settings.

I'm running an i9 and a 3090 GPU I doubt it's my PC. If I've downloaded the game to my PC there should be no reason for anything to be streaming from the internet unless Ubisoft decided that they didn't want people to download the entire game to their PC which is just stupid.

Streaming in this case doesn't mean online sttreaming, it means streaming from your SSD. You DO have the game on a SSD, right?

LOL, no, that's not what I meant. In a game that has a map this large and detailed, the game itself is constantly loading the rest of the map relative to the position of the Player. That's how they avoid loading screens, because the map is constantly loading as you're moving.

So, if the game is pausing and the loading icon is showing on the screen, then you're moving faster than the game can load the map. Like the Flash running into parallel realities in the Flashpoint Paradox.

But that is usually the result of some kind of hardware limitation. Did you update your drivers before installing the game? I'm running on an RTX 4060 and I needed to update my drivers. This game is beefy at high settings.

yes i'm running the latest drivers. Possibly worth noting is that the game does not appear to the caching shaders like most modern games even after I tried reinstalling both the game and the drivers.

happens to me, and I have a Ryzen 9 7950X3D a 4090 and 64 GB of ram, and yes I've tried putting it on Medium quality. The PC port is just horribly optimized

i'm gonna have to agree with this. I tried setting the presets to low and the ray tracing to hideout only and it's still happening. I understand my video card is now two generations behind now that the 5 series is out but I should be getting better performance.
You're not the only one with this problem. I have this game on an SSD, i have a 4080, game is running with 100+ fps. YET after an hour of playing, the game will start to struggle with loading. Cut scenes will pause every 10 seconds to load. If I start running, textures will struggle to catch up. It takes me 10 seconds to load the inventory menu. When i hop back to the game from the menu, the Ui takes forever to load. Some assassinations don't register, audio vanishes on occasion.

Something is fundamentally broken with this game, and I was hoping the recent patch would address this. Unbelievable

I amp laying on a 3090Ti...

It has trouble playing this with out help.
Med to high settings a couple on Ultra
I chose NOT to run any upscaling and play at my native res = 3840x1080
I am only able to get around 45-55 FPS

So I turn on the AMD frame gen (Nvidia doesnt let the 30xx series use thier DLSS 3)
AND
Lock my FPS to 60 (using Afterburner / Riva Tuner)

Now I have pretty good nice looking game settings and NO input latency.
rock solid 60FPS (no tearing on my 120hz panel) rock solid frame times and NO traversal stutters or texture pop ins or nasty artefacts from upscaling.

I have to do this until I upgrade my OLD AF gaming rig
Ryzen 9 3900x / 3090Ti / 32GB just does not cut it anymore.

Saving for a 5080Ti / 9950x3D / 64GB and hopes it will serve me as good as my current has.

Turning off upscaling and playing at native resolution also worked for me, playing on a 4090 with a 7800X3d. No long pauses while waiting for the world to load, no blob people, no music cutting out, no delayed UI. Solved pretty much all of it.
