There's a reason he asks you to deal with the spirits first, then the envoys or "You will make him angry."
He was killed by that monk, at the end of the Yamato questline, and he is very ,very dead. indeed. He's been dead for a while. So, yes, he's just a ghost. It ias assumed he passes on when all is resolved.
Overall, I think he's one of the most hilarious side characters in the game, especially with Naoe.

What tick me off is when he was in an Inn without any food, talking about someone next to him. But the big guy only reacted to us and not him!
Do the Master Sen no Rikyu quest and return the tea bowls, you will get the true answer.
Apparently I have more tea bowls yet to find!
