what is the soonest point i can start/complete shadow_project anomalies?

as the title says, any chance anyone could give me a heads up on when is the soonest point in the game that i can start doing anomalies in the shadow projects?

on the animus menu, i seek weekly quests available,,
i select it, i go to the shadows_projects screen,
it tells me the 3 optionms are not started, i try to activate it,
it goes to "pretty much a battle pass layout"

i have no data fragments,
when i go to anomalies i have 4 tasks and a count down timer of 5 days....
one of the tasks tells me to kill outlaws....
(now considering ive got all the kll leap of faith waypoints complete, and im lv 12...
surelllllyyyyyyyy ive killed quite a freaking out of outlaws by now....

but no dice...
so any chance anyone could tell me where to / how to start the anomalies ?

finally got the rifts unlocked.....
but...jesus now my headache is set towards trying to figure out how to play as yasuke =/..
ive got almost 24 hours of gametime in now,
im lv 17... my base has 7 buildings built,
i have 3 regions worth of Legendlies,
and yet... ive not got yasuke playable lol.....
